A critical design feature of Integrated Education and Training (IET) is integration. In the Workforce Innovation and Opportunities Act (WIOA) Title II legislation, the funding source for IET, the term “integrated” (§463.37) means services must be provided concurrently and contextually so that the adult education and literacy activities, workforce preparation activities, and workforce training are each of sufficient intensity and quality, and based on the most rigorous research available, particularly with respect to improving reading, writing, mathematics, and English proficiency.
All three IET components must occur over the same timeline. The components do not have to be the same number of hours, but they should start and end at approximately the same time.
Example: Phlebotomy IET
Offer the AEL class from 9 to 11 am (Wed/Thurs) and the Phlebotomy class from 1 to 4 pm (Mon–Thurs). Both classes start and end the same week, and the AEL content includes contextualized lessons using materials related to the phlebotomy training.

If an IET program provides the AEL component and the Workforce Training component during different months of the year, does it meet the WIOA requirement for Integration?
Answer: C — The components must occur concurrently, meaning they start and end at approximately the same time.
